How would you setup PDF embed API to be used on multiple domains? The theory here is that the platform is whitelabeled so clients will be able to use their own domain.

You can't. You either make a client ID per domain, or, if you are using subdomains, like foo.raymondcamden.com or goo.raymondcamden.com, generate the client id just for raymondcamden.com.

This doesn't appear to work for me.  I have www.domain.org and plain domain.org.    One redirects to the other.  I can create client IDs that work for each individually.  No one client ID works for both at the same time.  According to your reply here the domain.org one should work for www.domain.org, but I'm not finding that to be the case.

It absolutely should. If you can share a URL with me so I could see, I can test. Also share a screenshot from the Adobe developer console where you've defined the allowed domain.

Bummer! We are also trying to use this but we offer custom domain whitelabeling. Is this something that would be available with a paid plan?

There is no paid plan for Embed, not currently anyway.
