Acrobat dc forms tools not working

I have acrobat dc and I can not get the tools to work. I am tryin mostly for the prepare form to work but all of them won't. It just opens up a web page to say you need to buy the DC only even though I have it. So I tried that and it still won't work even with being logged in and uninstalled and re installed.

Is this happening even if you're signed in with your AdobeID?
