acrobat DC installation failure

I get these errors when trying to install Acrobat through CC.  

     Payload: Adobe Acrobat DC 15.23.20053.0 Adobe Acrobat\Setup.exe_15.023.20053 ----------- 
      ERROR: DW071:  ERROR: DW003: Third party payload installer Adobe Acrobat\Setup.exe failed with exit code: 1603 

Have also tried installing by skipping CC app, but no luck there either:

     Error Encountered

     Error 1921 Service Windows Search (wsearch) could not be stopped. Verify that you have sufficient privileges to stop system services.

uninstall all acrobat and reader versions

clean per Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs

restart your computer

reinstall acrobat dc
