Acrobat Error when Scrolling down on any PDF

I got a user that gets the following error when opening any PDFs:

"An error exists on this page. Acrobat may not display the page correctly. Please contact the person who created the PDF document to correct the problem."

The user is running:

Windows 10 64-bit 1909
Adobe Acrobat 2019.010.20091 (after I reinstalled, she was up to the latest version)

I have already repaired, reinstalled Adobe Acrobat, used the cleaner tool to reinstall the entire suite.
I have copied the files to a different computer and I was able to open it with no issues so it can't be any of the files.

This issue seems to be specific to few machines.

I cannot share the specific file because it contains sensitive information.

This issue happens with any PDF file. (Even if I download a fresh one from any site.)

I used this as a test case: https://www.adobe.com/content/dam/acom/en/devnet/acrobat/pdfs/pdf_open_parameters.pdf
