Acrobat PDF - Web Based Editor

We are heavy users of Adobe and use it for a good portion of our operation workflow. 

We are currently in the process of building out a webapp to streamline our workflow. 

As part of the workflow, we bookmark medical records and comment on specific portions of the document. We would like to move this process from Adobe Acrobat DC into our web based app. 

The goal is to be able to retrieve a PDF from our server, display it on the page, make the necessary bookmarks and comments and save the PDF.

I was exploring the Adobe PDF Embed API. Would anyone be able to point me in the right direction?
