Have you checked and verified what were the standards applied to the original file when it was originally converted to PDF? Any restrictions ? Security levels?
Try resetting Adobe Acrobat settings to its native defaults
Update your product to tje most current version; if you're using Adobe Acrobat Pro XI you need to make sure it updated to version 11.0.23; as reported by several users in these forums, it seems that when this old and final update is applied for this product it fix certain issues
Just for troubleshooting purposes disable the Creative Cloud desktop app, or even better uninstall it completely
If the problem still persists, also disable automatic optimization for fast web view, automatic embedding of thumbnailed pages needs to be turned off as well, and automatic digital signature verification Off, loading of user fonts also disbaled
Check and customize a prefligt tools and customize a profile
None of the Above work, try saving the file as postscripted file, then open it again in Adobe Acrobat
That does not work export to Ms Word and then reopen in Acrobat and let Acrobat convert the file back to PDF
That doesn't work, uninstall Adobe Acrobat completely, but reinstall using the full offline installer from this link:
Tip: avoid using the document cloud and creative cloud installtion methods when troubleshooting an install; perform offline install with the computer disconnected from the Internet or any network(s)
