My acrobat has been stuck at 42% download for past 2 days and I want to know how to restart the download

Would you mind sharing the steps you are doing to installl the Adobe Acrobat? Are yiu trying to install it via Creative Cloud application?
Are you on a Mac or Windows machine and what is the version of the OS? Please try to check for any missing/pending updates for OS and try updating them and scheck if that makes any difference.
If it still doesn't work, please cancel the inatallation process and try the following steps and see if that works for you.
Create a new test user profile with full admin rights on Windows or enable the root account in Mac and try installing the application there enad check.
If it still doesn't work,

Have you verified if you when you download any other file from another website you get the same issue?
And have you check with your Internet Service Provider if there are any known issues in your area (i.e line repair and maintenance, communication towers out of service, etc.)?
If you can download with normal fast speed any other type of document or file from another website (not related Adobe Creative Cloud or Document Cloud) , then my First rule of thumb:
In the meanwhile, you may reconnect the Ethernet cable from your PC to the router and ensure the cable jack is propperly seated in the network adapter's port.
If download continues to lag, you can check rule out if the problem is exclusively related to Adobe servers or not by downloading any other file from another website.
In any case, try and download Acrobat from a different download link.
To download from a different link, I personally would recommend to sign in here with your AdobeID:
On that page click on "Manage Plans" and in the next landing page that will open scroll down to "Included applications and services" section. You will see a download button to the right of the Acrobat product that you're subscribed to.
Second rule of thumb, if this download link also shows a heavy lag, disconnect your PC from the router and plug it directly to the modem and check your download and upload speeds. If you noticed that the download goes through fast , then you can safely assume that the firewall or some settings in your router are interfering with the download service (i.e. lack of firmware updates, or if you're behind a VPN change that connection to different server in closer to where you live geographically (not in another country).
Last you can always perform a ping to a random address to see if there's any latency going on, like shown in this great demonstration:
