We have uninstalled and reinstalled, applied the latest windows updates, removed the app using the acrocleaner https://www.adobe.com/devnet-docs/acrobatet/tools/Labs/cleaner.html#downloads and tried another reinstall

Acrobat XI is an old and unsupported version. It's also getting less and less compatible with Windows 10 with each new update for the latter. Your best chances of getting it to run is to install all available update for it, up to 11.0.23, and then run it in Compatibility Mode with an earlier OS, like Windows 7.

Are there downloads available from Adobe to actualy get this specific legacy version? We use installation files from a network drive that weve had since the license was purchased.
