Adobe Acrobat Pro Preflight Custom Checks

Is there a way to create a custom check in Adobe Acrobat Pro's Preflight feature that fires when a specific layer with a specific name does not appear within the file? For example, if there is no layer entitled "art" within a file I would like the report to state that there is an error since the "art" layer is missing. Is there no combination of properties that you can put add to a custom check that would allow you do this?
