Unfortunately, there's no detailed list available of all the features that either version has, so your best chance is to find someone that has it and ask them to check for you if this tool is available in it or not.

Hey there!

 

I found a discussion about the same here: https://community.adobe.com/t5/Acrobat/No-OCR-with-Adobe-Acrobat-Standard-DC/td-p/8571306, its quite an older one but it would give you clarity about OCR and Enhance Scan feature of Acrobat Std.
