Adobe Professional Pro

I have Windows 10 and am looking for the most current version that will work.  Maybe Pro is not exaclty what I need.  What I need to be able to do is edit PDF, signature, and create PDFs.  I want the CD and not pay a yearly fee.  Can you help?

As far as I know, Adobe no longer sells a disc version with a serial number
