Adobe reader scroll step too large in MacOS

I am using the scroll wheel in my mouse to scroll through the documents opened in Adobe Acrobat Reader DC. It is almots impossible to read because the scroll step is too large. If "View > Page Display" is set to "Enable Scrolling", the step size is the entire screen plus four lines. If "View > Page Display" is set to "Single Page View", the step size is four pages! I expect the step size to be three to four lines, which is the usual in all other PDF/text readers. This is not related to the system mouse settings since scrolling in other PDF readers as well as MS Word works fine. Is there a setting that controls the scroll step in the Adobe Reader?
