I have access to the CC through my university. It says that I am allowed to download Adobe Reader Pro as part of my package. I'm logged into the CC, have the CC app, and every time I click "Install" for the Reader, it completes the download, says it will lauch and then never installs the actual app. I've tried rebooting, repairing CC, downloading Reader DC from online to switch it to Pro, and nothing is working.

There is no "Adobe Reader Pro". Adobe Acrobat Reader is free. Since you have access to Creative Cloud, you should be able to download Adobe Acrobat Pro from the CC app.

The free Reader is not available from the CC app.

Reader and Pro are two separate applications. You can't switch one to the other. They have separate installs.

Does your university have an IT department in case you need for them to look at your computer?
Were you able to install any other Creative Cloud apps?
