Automatically split pdf be record number.

I have a very large pdf that needs to split by example  'Mobile 123-456-7890'. This field is always at the same position on every page - first 19 characters on the top left ov every page.

I would like to select something that would automatically split the entire pdf, into a seperate pdf for each mobile number. Then I could email each recepient their own copy. - Thank-you
