Calculation: Tax Calc updates on first drop down selection but not upon change

Not a seasone Adobe creator.Not using java script, only the simple calculation formats (sum & product).  I have an easy T & M ticket. Adding up material, labor and tax. There are different tax rates dependant on the area in drop down boxes. The first selection of (in this order:) tax, material .. calcs fine. Any adjustments going back to a dfferent percentage will not cal properly and the previous rate is left. Any ideas.
