Can a redacted pdf be made accessible, Section 508 compliant?

My team was given a multi-page scanned pdf document with redacted content that we converted to a readable pdf using the OCR option in Acrobat. Redacted content is tagged as a figure with alt text - "Redacted content". What is the best practice for setting up the reading order to pass assessability testing when redactions appear within paragraphs? We do not have access to the original document. Thank you.

It passes Acrobat's accessibility check except for the logical reading order. If anyone has experience remediating a redacted pdf to be compliant please let me know. Thanks!
