Can't bring up sign in dialogue

When I try to sign in to confirm my licence I get the message "Initializing Registration... Please retry after a minute"

I have tried uninstall/reinstall

Deleted c:\ProgramData\Adobe\SLStore

tried closing cc desktop app rebooting and signing in to acrobat without that running

LATEST

Windows 10 and the most currently available version of Acrobat DC literally just signed in to CC for first time and downloaded it.  Acrobat says I need to activate it to use it I click activate and get this error.
