Can't get 2D Snap to Objects to work when measuring

I'm using the Measuring tool, trying to use Object snaps for 2D measuring. I can't get them to work. Is there something I need to do to the document? Architectual drawings. I've scanned it for OCR and Enhanced it.

Snap Sensitivity is 10. I can see the Snap Hint box at the edge of the page, but it's stuck there. I can drag it along the edge of the page, but not down onto the page. The little red box in the image below.
