Can't open PDF whatsoever (tried disabling protect mode, have the most updated version...)

It's a PDF I need for my visa application. I downloaded it from the Canadian government website. when I open it in my most updated Adobe Acrobat it says "no error" and displays a completely blank page. I tried disabling protect mode in the enhanced security menu, didn't work. Also tried downloading multiple tiems from different browsers, didn't work. Tried "open as an admin" , still the same blank page.
