Can't re-order tabs on 2nd page of PDF document

I have a two page PDF that I'm using Acrobat forms on.  I can manually re-order field tabs on page 1 but I can't change the tab order manually on page 2.

 

I'm not looking for any automated way of doing this, I just want to be able to highlight a field in the tab pane and move it up or down on page 2.  It silently fails, i.e. it acts like it's working but the tab order never changes.

 

Thanks for your help.  BTW, I did search for this and found one entry but the person who answered it just gave boilerplate answers without answering the specific question.

Under "Prepare Form"

About 1/4 the way down, there's an icon (...right of "FIELDS"), a little line icon.

Press the little arrow next to it.

Make sure that "Order Tabs Manually"

"Show Tab Numbers" is clicked

...and then click "Order Tabs by Structure"

THAT'S IT!

It works!

You can now order your Tabs appropriately.
