Can't Submit a Form within a Web Browser.

I have created PDF fillable forms in Adobe Acrobat XI Pro and stored them on our website to allow visitors to fill them out and submit (using their default email client). Have had no issues for years but just recently (September 2016) this functionality stopped working. If you hit the "Submit" button no action is taken and no error is displayed.
If you download the application locally first - there are no issues submitting the form.
My clients prefer to complete and submit the form from within their web browser. Is this functionality still possible or has changes in web browsers regarding the use of the Adobe Reader plug-in the real issue?

This function is by design. Default built-in PDF viewers in most modern browsers are just "Viewers"; which, are incapable of submitting forms. Your clients need to enable Adobe Reader as the default PDF viewer within their default browser in order to submit the forms.
Note: Due to security flaws, Chrome and some other browsers discontinued supporting Adobe's NPAPI plugins; and so your clients will need to use a compatible browser like Mozilla Firefox in order to submit the PDF forms.
