Can We Freeze Annotation in Acrobat?

While Working on multiple drafts we are facing issue with annotations location, because if we update 1st draft and added a few pages or content and import earlier annotation to this draft, annotatioan loacation will change. I am looking for solution that will freeze the location.

How are you importing the annotations? Assuming you use the built-in commands for exporting and importing them to an FDF file, their location on the page will not change. If the layout of the page changes then they will no longer match the content they were originally connected to, of course.
