Cannot only save PDF as a blank copy

Okay. So I have a PDF that allows me to add text to the form but it will not allow me to save any of the text; I can only save a blank form. I do not know if I have the latest version of Reader (I have 9) but when I check for updates, it says I have the most current version.

 

All I would like to do is to be able to fill out sections of the form and save it and continue from where I left off.

I think it's just Adobe Reader 9 though I'm honestly not sure.

I'm not seeing any option to just download it and there's an option to buy it but I'm not finding a way to purchase just Acrobat Reader DC. It only shows me purchase options for All Apps or Acrobat Pro.

Okay. So I try to download it from the link. It initializes. I allow it access to my computer. Then the installer says "Application initialization error". Am I doing something wrong? I'm just so confused.
