Changing page size for a new PDF

How can I change the page size when creating a pdf from scratch?

 

I have created a custom form in Windows 10 which is 8.5 x 5.5 but I can't find a way to make that change on Acrobat Pro DC.

Really, don't create a PDF from scratch in Acrobat. It seems so tempting and easy, but it will waste your time and drive you crazy. Make it in another app, using Acrobat only to add the form fields. For even the slightest edit, return to the original.

Oh, it's driving me crazy alright.

 

That worked! I created the file in Excel and then saved as an Adobe PDF and it opened up as an 8.5 x 5.5 page!
