Converting text pdf to Word gives mixed page output: some are pages are text and others an image

I have scanned in 5 page, hard copy documents that are all text to create a 5 page pdf that I then run through Adobe Acrobat Export pdf to convert to Word.

Some five page documents come out fine as five page word documenyts thata I can edit.  But other five page documents come out as 2 pages of text and the other 3 pages are a single page image (of the text). Example attached.

Any ideas on how to correct?  Thanks
