Distribute forms collection

It appears that the built in Distribute forms data collection feature still needs Flash to work properly. I'm not talking about Adobe's online collection, but the traditional email/server distribution method. (Not all companies/agencies can use outsides servers for security reasons.)

Questions:

• Am I missing something obvious?
• Is the feature end-of-life? 
• Is the feature going to be updated in a future release?

PS: I'm on the latest version of Pro DC
