Distributed form not allowing to save to response file

My problem is when I receive my distributed form and I double click to add to response file I get this ERROR MESSAGE:

“ADOBE Acrobat is not able to create a useable response file from the returned form because the form restricts needed operations”

You may need to contact the creator of the source document and make them aware of this so that  they  remove such restrictions or lower the enforcement standards that is currently used.

That said if this happening when you try to open in Acrobat Pro DC or Adobe Reader DC?
