I'm considering buying Acrobat Pro for just one of its features. I'd like to make forms that when you hover over (or click on) certain words and sentences, text pops up explaining the field. I've been told that this can be accomplished with the buttons feature in Acrobat.
Would this feature work when people open the pdf into their browser (it would be uploaded to a website)? Would it work on mobile/tablets? If not, is there a better solution for creating a form with hover-over text feature that WOULD work in a browser, mobile or tablet?

The answer to both questions is probably not. Almost all browsers now use their own PDF plugins and those plugins are usually sub-par, especially when it comes to form fields and scripts. However, even if the file is "online" the viewer can still download it and open it in Adobe Reader, where it should work.
And since there's no way to "hover" over a field on a mobile device, those events can't fire there. And even if they could there's very little support for scripts on those devices, so it's won't work there anyway.
