You posted an inquiry in an Adobe Acrobat Pro DC forum to ask for help about the Acrobat Reader Mobile app. There is a support forum just for the Acrobat Reader mobile app.
Also, your sreenshot doesn't proof anything. Seems more to me like you don't know what you're doing in your phone (or tablet) , or, you forgot to add more screenshots to actually show proof of the actual problem with the Edit tool .
So, which problem happened first: the subscription plan issue ? or was the mobile app working fine and when you tried to edit a PDF in your mobile device you got that screenshot popping out of nowhere? The screenshot that you've provided doesn't show anything related to the Edit tool as you claim "*****EDIT FEATURE NOT WORKING PROPERLY*****"
Second, what steps have you followed to troubleshoot this issue?
Have you tried uninstalling and reinstalling the app, for example?
Did you contact Adobe Customer care directly?
This is a user to user support forum. You will not get personalized help here in these forums to correct payment issues or your current subscription plan(s). You need to route this through Adobe Customer care.
Also, it would be helpful if you can please share in which mobile device this problem is happening, what is the operating system of that mobile device, and indicate where did you downloaded this mobile app from.
