I welcome the return of this function that appeared and disappeared with Acrobat 9.

 

Did I miss something (I searched in the Preferences) or will it be necessary, as for Acrobat 9, to wait for the next update to be able to choose the format of the new blank page?

 

Because in this part of the world the Letter format is useless, we only use ISO formats (A4).

You're right, I hadn't paid attention to it but this menu item is named out of common sense.

It should be:

File menu : Create : New PDF Document

instead of

File menu : Create : Blank Page

You can use a script to add a new menu item that will create a blank page in any size you want.
