When I receive digitally signed documents, I can add text on PDF with Adobe Reader XI with fill and sign tool. But adobe PRO DC does not allow me to do that. Is there a way to do that with PRO DC?

This is too general. Depending on the kind of previous signatures - approval or certification, level of certification - certain changes are allowed to a signed document.

For example form fill-in or even arbitrary annotation changes may be allowed. Thus, Fill&Sign might indeed be an allowed change in the OP's case.

Adobe Acrobat DC can't change the document when it is already signed and locked.
