Fillable PDF forms - doesn't block everything

Hello, I created a 5-page form with several fields. Some fields are for internal use only, and three people need to sign. When the client signs the form electronically, it locks all the fields.
What to do if I need to unlock the fields for internal use? Is there a way to create a form where it doesn't block everything? I'm using Acrobat Pro DC.

If you're using a Signature field you can set it to lock some fields when signed, and not others.

You'll find these options under the field's Properties, Signed tab.

Almost it's perfect, but I think I'm doing something wrong. After the 1st signature is in, the fields are available although not the rest of the signatures. I make sure the signature files are on the list of "Marck as read-only: all files except these". 

What is missing or what I'm doing wrong?
