Fixup giving unexpected error

I'm trying to repair a pdf with font issues. I do not have access to the original, non-pdf version. The problem can be seen with garbled text. If you edit the text and change the font, it clears up and is readable. The problem is the document is 500 pages. Going through this by hand and doing that is unworkable.

 

I tried using the preflight tools -> Embed missing fonts. It starts working then quickly aborts with "An unexpected error has occurred during the Fixup Process."

 

I could understand if I don't have one of the missing fonts on my computer, or the font doesn't allow embedding, then that font doesn't get embedded. But to just quit without doing anything is bad. Is there anything I can do?
