How do I prevent someone from saving a PDF

I have a PDF file which I've posted to my website, I'd like to make it available for people to view, but not to be able to Print or Save (the document... file-save; file-save-as or other method).  I've figured out how to disable the print function, through the Security - Permissions (Printing Allowed, not allowed), however, I've not been able to determine how to disable the save function. I've figured out how to hide the menu and tool bars (Security - Initial View - User Interface Options), however, its inconsistent on user views.  Recommendations?  Thank you.

Impossible. To view a PDF file it must first be saved on the local machine.
If you want to limit who can open the file and view it then you need to use DRM protection, which is very​ expensive.

I understand a temp version of the file must be downloaded to the local machine to view the file first, I want to prevent the user from performing a save of the file via a save as or similar type function and those people who are non-technical, won't know how/ where to locate the temp file - which will be removed when the temp files are deleted (presumably).  Thoughts?

Even if Adobe offered some locking (they don't) the majority of people now use non-Adobe tech to view PDFs on the web.

Thank up both for the feedback... perhaps I need to consider converting the document to flash or something, however, I'm not sure how to do that. Else I'll need to manually convert each 150+ page into a HTML page which I'm hoping it doesn't come down to. If you have other thoughts or suggestions, I'm open to them.
