How to Combine and Protect Two Different Password Protected PDF Files?

Hi, I have an urgent concern, I hope someone can help me. How can I combine and encrypt two different pdf files that are password protected individually? 

I need to submit a single password protected pdf file containing two different password protected files inside, since these two files cannot be viewed at the same time. Thank you.

I would say thta you may need to remove those password restrictions first from the 2 Pdfs that you're trying to merge.

Then merge them into a single PDF and password protect that newly created PDF.
