How to get text to flow to next page in a pdf fillable form

Hi,

I am trying to create a fillable submission form for the department that will allow the text to move to the next page. They want to share this with others to be filled out. I have searched and cannot find how to do this quickly and easily. Any thoughts? I have attached a jpeg of what the form is. The enter text sections may or maynot contain paragraphs of text.
