I was looking for a fix for a similar issue. The top third of the page on my second monitor was being cut off basically on just adobe reader. I went into my graphics settings and noticed that for some reason I was at 59mhz instead of 60 on that monitor. I adjusted the setting to 60 and it fixed it.
