Hyperlinks within a pdf document that open a specific page of linked pdf

I have a client that is creating hyperlinks in a pdf (Document A) that reference another pdf (Document B)  and open to a specific page in Document B.  When the client sends Document A to co-workers they can click on the hyperlink and Document B opens to the specified page.  When the client tries to open Document A and clicks on the hyperlink, Document B opens, but just to the top of the document and not the specified page?  Anyone know why this would happen?

We tried setting her default Adobe to be Reader but still doesn't work.

How are the PDF files displayed? Are they potentially in a browser? If so, all bets are off regarding how this might work - pretty much all modern browsers have their own intenral PDF viewers these days, and what they do or not do is nothing that Adobe has control over. What happens when you take the two PDF files and store both of them on the client's computer, and then open the first PDF file in Adobe Acrobat or the free Adobe Reader, and then click on the link? Does it open correctly on the target page?

I had the client try setting their default to Reader but that didn't resolve it.  Will see if I can find out what her clients are using to open the pdf

How did you create the links? What command did you select for them?

That is not the way to set a link to a page in a PDF file - at least not for a local file. Assuming you have both PDF files in the same folder, open both of them in Acrobat. You can select to create a link in File A, and when it asks for the type of link, you select "Go to page view". This will then ask you to select the target page view (which is not just the page, but also the zoom level and what portion of the page will be visible). That's it. As long as the two files are in the same relative postion to each other (e.g. on a different computer, but still in the same folder), it will work. 

What you quoted is how to jump to a certain page if the PDF document is show in the web browser _AND_ if Adobe Acrobat or Adobe Reader is used to display the file in the browser (which most modern browsers no longer allow).
