I have forms created that when hole punched the holes go through some important information. I know I can print it to scale but I want to set the scale on the document not each time I print it. so that no matter the user or printer it will always print

I have forms created that when hole punched the holes go through some important information.  I know I can print it to scale but I want to set the scale on the document not each time I print it.  so that no matter the user or printer it will always print to the same scale.  Can someone help me?

That's not possible. You can't force a file to print at a specific scale. The end-user will always be able to change the print settings.

You can include instructions on how to correctly print the file, or even a button that will pre-populate the Print dialog with the correct settings, but you can't force the user to use them.

It is fine if it can be changed by the user but IZ would like to have the document default to the scale I choose.  I have been trying to get the users to set the scale themselves but they continuously forget.  I want it so when they print and do not change any print options it will print at the scale I selected.

You can set some default printing options under File - Properties - Advanced, under Print Dialog Presets:

The only options in there for page scaling is "Default" or "None."  The default is currently set at Fit to Page.  I want to set the page scaling to 94%

The doesn't seem to be possible. I recommend you physically scale the pages and then set that option to None.

Is there a way to scale the pages without having to change the individual sizes of form fields so the complete form is scaled down at once?

Preflight only scales content. You could write a script to scale and move the fields. But, If you want hole punches, why don't you re-design your form to accommodate them?  This is the kind of thing you think about an do upfront. There is no easy way to fix it after the form is made.
