I have pdf that shows book marks in acrobat DC but in browser bookmarks are mostly missing

when you open in browser you do not see bookmarks even when clicking on the bookmark icon you will only see three bookmarks, but if you download and open to view inside acrobat, all bookmarks appear perfectly.  How do I get them to show up in the browser? 

This is a new problem, in the past they were all showing up fine.

I am seeing this in Chrome, Safari, Firefox, Firefox Developer's edition, Internet Explorer and Edge and several others.  

https://fpua.com/wp-content/uploads/2020/10/10-06-20.pdf is the link to an example document on our website.  We are a local electric company and this is a board member packet with 109 pages and over 20 bookmarks when viewed on desktop, but when viewed in ANY broswer the bookmarks are gone.  When clicking bookmarks icon in any browser only few show any bookmarks and the few that do chrome, safari only show three of the 24 bookmarks.  Nothing is different from the bookmarks that show and the ones that do not show in the document.  No logical reason?? Help need to fix this as these are required per our board requirements to show bookmarks.

Chrome, Safari, Firefox, and Edge uses their own PDF viewers. They doesn't use Adobe software.

You should contact the support of the browsers.
