Image tool does not appear in Mac OS Acrobat Prepare Form

I'm creating a PDF form that requires Signers to add their ID images. But when I go to Prepare Form in Acrobat Pro DC, there is no Image Tool in the Prepare Form toolbar.  Please advise.

Want you use Adobe Sign? Image fields are not available for Adobe Sign forms.

Click on Tools - Prepare Form and then click on "More" at the right side of the window and then on "Revert to Acrobat Form". In the future, do not tick the box that says "This document requires signatures" when creating the form.
