Without having a copy of the actual PDF file to look at, we can only guess as to what is going wrong. Generally, such a message is indicative of a PDF file that was improperly created with possible missing or improper embedding and encoding.

Unfortunetly it is a controlled Government document and I am not able to supply.

The originator stated it was an IT issue on our side but we disagreed.
