Issues with opening a PDF file in Acrobat

Can someone please assist me, Acrobat cannot open as it says I don't have access to it, however I have added both Acrobat and Creative Cloud for Full Disk Access in Systems to my laptop but it still says I cannot open the pdf file. I also own the full suite of Adobe products and all APPS are fully updated.

Please see attachment.

 

Any assistance would be very much appreciated.
