Issues with opening a PDF file in Acrobat

Can someone please assist me, Acrobat cannot open as it says I don't have access to it, however I have added both Acrobat and Creative Cloud for Full Disk Access in Systems to my laptop but it still says I cannot open the pdf file. I also own the full suite of Adobe products and all APPS are fully updated.

Please see attachment.

 

Any assistance would be very much appreciated.

Is this computer administered by your IT department or do you have full access? From your screen shot it looks like you're running Big Sur?
