Keeping Fill-in Form Fonts the same

I generated a Fill-in form I need to send out, but space is tight I set specific fonts and font sizes. I check that the fonts are embedded. I know some clients will use Preview (Mac), Adobe Reader, or even a generic PDF view to fill out the form. Unfortunately, when some of the forms have been returned the font has been substituted, some are generic, sometimes the font size has changed and therefore the data I need isn't within the space.

 

How do I set up an Adobe PDF fill-in so the when they are completed and returned the font and font size won't change. I was under the impression that is why there are embedded fonts so this won't happen. How do I troubleshoot?
