My website has a multipage pdf with an index and form buttons on succeeding pages to return to index using Go to page action. All is good with Windows browsers, but on an iPad the buttons are inoperable in either Chrome or Safari. Is this a know problem? Is there a workaround?

In general, mobile PDF viewers have very weak (to none) support for interactive features. This is especially true for PDF viewers associated with web browsers. So it's all viewer dependent. It's got nothing to do with the PDF.
You're best option for making these buttons work on an iPad is to view the PDF on either the Readdle PDF Expert or the Adobe Mobile Reader. Which one are you using? And of course you can't control what someone else is using, so it may never work well on mobile.

Are you making the buttons in Acrobat or InDesign? You can use go to view if you use Acrobat. If you make the button in Indesign you can make a PDF link and go to destination (you must first make hyperlink destinations)
Also make the buttons are set to "Release or Tap" and not to get triggered on Click
