I have created a master form in Pro DC, with an Attach button that opens the Navigation window for attachments.
If I keep the form in Pro DC, I have the option to attach a file.
But if I Save As… Reader-Extended (enable form fill), I lose the ability to attach a file.
What checkbox am I missing in the PDF creation process?
Or am I asking Reader to do something that is beyond its scope?

It's not beyond its scope, but it requires a much more special right than those that can be applied in Acrobat. You would need the (very expensive) LiveCycle Reader Rights Management server tool to be able to do it.

Acrobat Reader cannot import an attachment.
This requires an higher level of Reader-Extension, not available in Acrobat Pro
