I am attempting to print an over size page to colour printer HP 8610 - but it does not scale to the paper size.
I have printed the same pdf file to a brother monochrome and it does scale to fit letter paper size.
Any suggestions?

Could you please try checking update for the Printer's software and see if that works?
Please confirm the application you are using to print the pdf- Acrobat Reader/Adobe Acrobat?
Operating System installed on the machine-Windows/Mac?

1. checked the printer software - updated
2. Adobe Acrobat Pro - all updates applied
3. Windows 10
4. It works (scales to the page size) to my monochrome Brother MFC
5. It does not (scales to the page size) to my colour HP 8610.
It is still not corrected.
I had to manipulate it into a jpg through PowerPoint and other formats.

Sorry for the delay in response.
Could you please try applying the following settings and see if that helps?
1- Go to Printing Preferences (Control Panel>Devices and Printers>right-click the printer>Printing preferences)
2- Change Resizing Options (you may have different tabs available for your printer).
Below is the screenshot:

Also, check if Page scaling is not set under Document Properties.
1- Open the pdf>press Ctrl+D.
2- Click Advanced tab>Page Scaling.
Have you tried printing from other application like MS Word to HP printer?
