PDF created on Mac in 2008 fails to open on my latest Mac. It opens OK on the Mac used to create it. Why does an 'interchange' doc not interchange?

Is there a chance that the file has been opened in a Mac preview app?  It's been known to mess up PDFs - not a new issue, either.

How did you create the file? Not all PDF generators are standards conform, so it is possible that your PDF file may look like a PDF from the outside, but is not a valid PDF once the application tries to open it. How are you now trying to open the file? What application are you using? When you say it does not open, are you getting an error message?
