Organizing Pages on Adobe reader or other option

Hello, 

I have a client that needs to be able to move pages around on a document I creted for them, they only have Adobe Reader but on the free version they are not able to move pages or delete pages. Is there another tool they can use for free. He is an older client and doesn't want to spend money for one file.

Thank you for this, I try this option but it only alows you to update the file once and then you need to pay in order to make more changes
